Zelenskyy names 20 points of peace plan discussed with the U.S.
Ukrainian President Volodymyr Zelenskyy has outlined 20 points of a peace plan being discussed in negotiations with the U.S., writes the publication "Strana".
- Confirmation of Ukraine's sovereignty.
- Non-aggression agreement between Russia and Ukraine, monitoring along the line of contact.
- Security guarantees.
- Number of Ukrainian Armed Forces — 800 thousand people in peacetime.
- The U.S., NATO, and Europe will provide Ukraine with security guarantees modeled after Article 5. In case of Russian invasion of Ukraine — military response and re-imposition of sanctions.
- Russia will enshrine a policy of non-aggression towards Europe and Ukraine in all necessary laws.
- Ukraine will become an EU member by a specified deadline (accession date will be fixed).
- Global development package, to be defined in a separate investment agreement.
- Several funds will be created to address reconstruction issues. Goal — attract $800 billion.
- Ukraine will accelerate the process of concluding a free trade agreement with the U.S.
- Ukraine's non-nuclear status.
- Zaporizhzhia Nuclear Power Plant. No compromise. The U.S. proposes tripartite management, with Americans as the lead manager. Ukraine's compromise proposal: U.S. and Ukraine — 50/50.
- Educational programs in schools that promote understanding and tolerance of different cultures, elimination of racism and prejudice.
- Territories. The most difficult point. One option is for Russia to withdraw from Dnipropetrovsk, Mykolaiv, Sumy, and Kharkiv regions. In Donetsk, Luhansk, Zaporizhzhia, and Kherson regions — "stand where we stand." Russia wants Ukraine to withdraw from Donetsk region, the U.S. proposes a compromise — a free economic zone. If there is no agreement on the "stand where we stand" formula, then a free economic zone can only be adopted through a referendum, and then the entire document must be put to a referendum.
- Russia and Ukraine commit not to change agreements by force.
- Russia will not hinder Ukraine's use of the Dnipro River and the Black Sea for commercial activities. Kinburn Spit will be demilitarized.
- All-for-all prisoner exchange, return of civilians, children, and political prisoners.
- Ukraine must hold elections as soon as possible after signing the agreement.
- This agreement will be legally binding. Its implementation will be overseen by a Peace Council chaired by Trump.
- After all parties agree to this agreement, a full ceasefire will immediately come into effect.
