Charter 97

Fifteen years ago, 100 prominent Belarusians signed Charter 97. Inspired by Czech and Slovak Charter 77, the document became the declaration of resistance against Belarusian dictatorship. Its target has not been reached yet. Its principles are still shared by millions of Belarusians.

We found out there is no text of Charter neither in Belarusian nor in English available on the Internet. Thus, we decided to translate Charter 97 in English and publish it on Nasha Niva website. We also publish the original text of the document in Belarusian.

Charter 97

We, the citizens of the Republic of Belarus, declare the actions of the present authorities to be aimed at obliterating the unalienable human rights and freedoms. The supreme law — the Constitution — has been violated. The Belarusians were denied the right to elect their representatives to governmental offices. The freedom of speech and the right of the citizens to be aware of the situation in the country is systematically attacked. The national culture and school is being demolished. Belarusian language is being oppressed. Hundreds of thousands of families are on the brink of survival due to constantly growing prices and miserable wages. On the eve of 21st century a new dictatorship was established in the centre of Europe. Ten million people became the hostages of despotism.

We believe that our Homeland deserves freedom and prosperity. We believe it will become free and prosperous through our concerted efforts. We are inspired by the free people who had achieved their aim before us. We remember the courageous Czech and Slovak human rights defenders’ signing Charter 77 thus declaring the war on totalitarianism. In several years, there was not a trace of the red diktat left in Eastern Europe. The people of those countries received the opportunity to live freely.

We cannot put up with despotism, the violation of law, the crimes against the whole nation and a separate individual. We will support everyone fighting for one’s rights, obtaining freedom and well-being for oneself and one’s family.

We are of different political views and faiths, but we are united by the love for freedom and our Homeland. The respect for our views and faiths is to become the foundation for our joint actions in liberating Belarus. Our mutual support will over violence and imprudent deception. Anyone joining the struggle for human rights and dignity shall be confident in common support.

We count on the understanding of international community and solidarity of all forces that are aware of the danger of the emergence of a new brown empire in the post-Soviet space. The thorn of totalitarianism must be removed from the body of Europe.

We, the citizens of the Republic of Belarus, declare today our responsibility for the future of our country today, for the future of our children. We will turn Belarus into a free, independent and prosperous European country where human rights are protected, where there are no political prisoners and where every single individual can live in dignity.

We call on all citizens of Belarus to join the present Charter to struggle for our rights and freedoms, for revival of democracy and rule of law in the country together.

Мы, грамадзяне Рэспублікі Беларусь, заяўляем, што дзеянні цяперашніх уладаў скіраваныя на зншчэнне неад'емных правоў і свабодаў чалавека. У краіне hfcnfgnfys асноўны закон – Канстытуцыя. Беларускаму народу адмоўлена ў праве выбіраць сваіх прадстаўнікоў ва ўладныя структуры. Вядуцца сыстэматычныя наступы на свабоду слова, на права грамадзянаў ведаць сапраўдны стан справаў у краіне. Разбураецца нацыянальная культура і школа, выцясняецца беларуская мова. Штодзённае павыцэнне коштаў і галечы заробак ставяць на мяжу выжываньня сотні тысячаў сем’яў. Напярэдадні ХХІ стагоддзя ў цэнтры Еўропы ўсталяваўся дыктатарскі рэжым. 10 мільёнаў чалавек аказаліся ва ўладзе самавольства.

Мы верым, што нашая Радзіма вартая свабоды і росквіту. Мы верым, што менавіта такой яе зробяць нашыя сумесныя намаганні. Нас натхняе прыклад свабодных народаў, якія прайшлі гэты шлях раней за нас. Мы памятаем, як гурт мужных чэскіх і славацкіх праваабаронцаў падпісаў "Хартыю-77", што абвесціла барацьбу з таталітарызмам у сваёй краіне, і як праз некалькі год ад чырвонай дыктатуры ва Усходняй Эўропе не засталося i следу. Людзі ў гэтых краінах атрымалі магчымасць свабодна будаваць сваё жыццё і дасягаць дабрабыту.

Мы не можам мірыцца з самавольствам, зневажаннем законаў, злачынствамі супраць свайго народу і асобнага чалавека. Мы будзем салідарныя з кожным, хто змагаецца за свае правы, дамагаецца свабоды і дабрабыту для сябе і сваёй сям’і.

Мы прытрымліваемся розных лаітычных поглядаў і рэлігійных веравызванняў, але нас аб'ядноўвае любоў да свабоды і Бацькаўшчыны. Падмуркам нашай падрыхтаванасці да сумесных дзеяньняў па вызваленню беларускага народу стане павага да поглядаў і веры адзін аднога. Нашая салідарнасць пераможа гвалт і бессаромны падман. Усе, хто стаў на шлях барацьбы за свае правы і чалавечую годнасць, павінны быць упэўненыя ў агульнай падтрымцы.

Мы спадзяемся на разуменне з боку сусьветнай грамадзкасці і салідарнасць усіх сілаў, якія бачаць небяспеку фармавання новай карычневай імперыі на постсавецкай прасторы. Асколак таталітарызму павінен быць вырваны з цела Еўропы.

Мы, грамадзяне Беларусі, заяўляем сёння пра сваю адказнасць за лёс краіны, за будучыню нашых дзяцей. Мы зробім Беларусь свабоднай, незалежнай, квітнеючай еўрапейскай краінай, дзе абароненыя правы чалавека, дзе няма палітзняволеных, дзе ўсе маюць вартыя ўмовы для жыцьця.

Мы заклікаем усіх грамадзянаў Беларусі далучыцца да нашай Хартыі, каб разам змагацца за свае павы і свабоды, за аднаўленне дэмакратыі і законнасці ў нашай краіне.
