“Negotiations with the IMF is in the same state as it was two or three months ago.”
No progress has been made in the Belarusian government’s loan talks with the International Monetary Fund, Deputy Prime Minister Siarhiej Rumas told reporters in Minsk on June 28.
“Our dialogue with the IMF is still in the same state as it was two or three months ago,” said Mr. Rumas. “It has not yet intensified.”
In November, the IMF experts are to pay another visit to Belarus to hold routine consultations under Article Four of the IMF`s Articles of Agreement, he said.
In addition, Mr. Rumas said, a Belarusian delegation is expected to take part in the Annual Meetings of the IMF and the World Bank Group to be held in Tokyo in October.
“We have not yet started preparations or considered our participation format. But we have already identified divisions with which we would like to hold meetings,” said Mr. Rumas.
This past May, Mark Allen, the IMF’s senior resident representative for Central and Eastern Europe, said that there were no negotiations taking place over Belarus’ loan application. The Belarusian authorities should first demonstrate a strong commitment to deep structural reforms, he said.
Under its stand-by arrangement with the IMF that expired in 2010, Belarus borrowed a total of $3.46bln from the Fund. In May last year, the authorities formally applied to the IMF for another loan, asking for up to $7bln.
