The ‘Law on Amnesty of Several Groups of Persons Who Committed Crimes’, signed by Lukashenka on July 9, was included into the National Register of Legal Acts on July 10, BelTA says, which means the law takes effect.
The new law is expected to release around 2,600 persons and reduce imprisonment term of more than 5,000 prisoners.
However, the expectations of political prisoners were confirmed as none of them is going to be released under the amnesty of 2012.
“This is an artificially politicized law,”says Belarusian human rights defender Valiancin Stefanovich.
“Unlike the previous one, this year’s law has an innovation: the article 342 of Criminal Code on ‘Organization and Preparation of Actions which Violate the Civil Order or Participation in Such Actions’ was also included on the list of articles which don’t fall under amnesty.
“This article usually considered as ‘lesser crime’ was equated to a homicide.
“However, most political prisoners are sentenced for this article violation. Sieviaryniec, who was given a suspended sentence are among them.
“Those political prisoners who are in penal colonies are ‘persistent violators’ [of prison rules and regime and thus may not be released under the amnesty— NN]. Alies Bialiacki wrote to me about this in his letter and said: ‘The third of my [prison] unit is released, but not me.’”
