Some experts are sure the abolition of visas is the political decision as all technical hindrances between Russian and the EU have already been removed. Furthermore, Russia and the EU signed the agreement on readmission which means Russian is ready to receive back those who illegally crossed the Russia–EU border. Irina Kobrinskaya, a political scientist, is sure Lavrov would not have done such a statement without a strong reason. However, she also considers the visa abolition will not mean full abolition if border barriers.
“I have a feeling some restrictions will remain. It is hard to me to say that in 18 months there will be such improvement in relations to abolish visas the way they are abolished, e.g. with Israel,” says Ms. Kobrinskaya.
The political scientist also compares visa abolition with Russia’s joining the WTO: the issue is widely and long discussed, both parties make statements. However, in a moment by some miracle a hidden mechanism fixes everything and all irreconcilable contradictions vanish.
