Andrej Kabiakou Appointed Head of Presidential Administration

The ex-ambassador to Russia replaced Uladzimir Makiej.

Aliaksandr Lukashenka on August 27 appointed Andrej Kabiakou the head of the Presidential Administration.

The position became vacant on August 20, when Uladzimir Makiej was transferred to the post of the foreign minister, BelaPAN says.

Prior to the appointment, Kabiakou served as ambassador to the Russian Federation and Belarus' permanent representative to the Eurasian Economic Community (EurAsEC).

Born in Moscow on November 21, 1960, Kabiakou graduated from the Ordzhonikidze Moscow Aviation Institute in 1983, the Belarusian State Institute of the National Economy in 1991 and the Belarusian Communist Party’s Institute of Political Science and Social Management in the same year.

His career has included service as the deputy head of the Control Service of the President of Belarus in 1995-96, deputy head of the State Control Committee between 1996 and 1998, head of the State Control Committee between 1998 and 2000, first deputy prime minister between 2000 and September 2001; deputy prime minister between September 2001 and July 2002, deputy prime minister/economy minister between July 2002 and December 2003, deputy prime minister between December 2003 and 2010, deputy head of the Presidential Administration between December 2010 and November 2011, and ambassador to Russia/permanent representative to EurAsEC between November 8, 2011and August 27, 2012.

Kabiakou became one more top official who was not born in Belarus. Most Belarusian top persons in government were born outside Belarus as — in accordance with the Constitution — a foreign-born person may not be a presidential candidate.
