PACE Calls on Belarus to Release Political Prisoners “Immediately and Unconditionally”
The Committee on Political Affairs and Democracy of the Parliamentary Assembly of the Council of Europe (PACE) has urged the Belarusian authorities to “immediately and unconditionally” release all political prisoners and exonerate those political opponents of the government who have already been pardoned by Aliaksandr Lukashenka and freed.
In a statement adopted at its meeting in Strasbourg on October 4, the Committee said that 12 political prisoners remained behind bars in Belarus amid reports of “torture, inadequate medical care and lack of access to legal assistance.”
In addition, the Committee unanimously supported a proposal by Andres Herkel, PACE's special rapporteur on the situation in Belarus, to nominate Belarusian imprisoned rights activist Alies Bialiacki for the 2013 Council of Europe Parliamentary Assembly Human Rights Prize.
According to Mr. Herkel, “the situation of human rights and democracy has not improved in Belarus since the adoption of the Assembly’s last resolution in January 2012.” Human rights and political freedoms continue to be trampled on and political opponents harassed, he said.
Mr. Herkel said that the Belarusian authorities had made no further steps toward the abolition of the death penalty.
