Parliamentary elections conducted in Belarus on 23 September. On 26 October a debate on Belarus was organized in the European Parliament.
Štefan Füle, European Commissioner for Enlargement and Neighbourhood Policy in his speech expressed his disappointment for the undemocratic nature of the Belarusian elections. Štefan Füle and the HR/VP Ashton in a joint statement pointed that Belarus lost the opportunity to hold democratic elections. This assessment is also shared by President Schulz, Chairman Brok and other Members of the European Parliament.
According to the OSCE/ODIHR election observation mission, Belarus did not respect many OSCE commitments. Many politicians were imprisoned or they weren’t eligible for election candidates because of their criminal record. Belarus as it seems does not respect human rights, the rule of law and democratic principles. Last week the Foreign Affairs Council decided to continue its strict policy and to engage the country to free all its political prisoners. The diplomatic communication channels between EU and Belarus must stay open
Moreover, Štefan Füle stressed that EU wants to strengthen the engagement with the Belarusian people and civil society. Since the 2010 post-electoral crackdown, EU’s financial support to Belarus has increased fivefold. In addition, EU designs a new financial aid for the civil society. Besides that, the EU strives to promote visa facilitation (waive and reduce visa fees) and re-admission agreements between the European Union and Belarus. However the local authorities do not encourage these negotiations.
The European Commissioner stated that Belarus is urged to participate in a Dialogue with the EU. He concluded that EU’s goal is to include Belarus in the family of democratic and open nations.
