A resident of the Lida district was arrested on November 8 when he attempted to sell 14 homemade explosive devices weighing about 370 grams each to a man living in Minsk, said Siarhiej Sharshanievich, spokesman for the Hrodna regional office of the Investigative Committee of Belarus.
The 36-year-old man, who had earlier been convicted of evading child maintenance payments, was arrested in a village in the Lida district in a raid conducted by Almaz, an elite anti-terror police unit.
Criminal proceedings were instituted against him under Part Two of the Criminal Code's Article 295, which penalizes the illegal handling of arms, ammunition and explosives.
Three unregistered hunting rifles, five detonators, a Bickford fuse, 300 grams of gunpowder and more than four kilograms of substances believed to be hexogen and TNT.
The suspect is thought to be a “black digger,” that is, a person who looks for wartime weapons to sell them in the black market, Sharshanievich said. “Five of his fingers are partially missing,” he said. “The man probably had an accident when he tried to take apart detonators at a military training ground.”
