It is noted that the amendments to the Tax Code, which will come into force in 2026, are not radical. They are aimed at targeted refinement of the tax system to make it fairer. At the same time, for the majority of citizens and organizations, the actual tax burden remains unchanged.
For individuals, the progressive income tax scale is expanded. The basic rate of 13% will remain for more than 98% of working people. Increased rates — 25% (effective from 2025) and 30% — will only apply to very high incomes. At the same time, the threshold after which the 25% rate applies has been increased from 220 to 350 thousand rubles per year. A separate scale continues to apply for dividends — 13% and 25%.
Additionally, increasing coefficients for real estate tax are introduced for large houses and apartments, and the tax on powerful premium-class motorcycles is increased.
For organizations, the abolition of some inefficient benefits, the equalization of rates in the gambling sector, and the adjustment of tax rates for certain categories of taxpayers are envisaged. The value-added tax is reduced for a number of socially significant goods.
Excise duties and some other taxes will mainly be indexed taking into account the inflation rate.
