Decisions on solvents exports case may be done soon.
Belarusian companies had to stop production of thinners and solvents as Russian Railways de facto halted shipping Russian naphtha to Belarus. This information was confirmed by a representative of Belarusian thinners and solvents producer, Interfax reports.
The shipments were stopped at the end of July, 2012. A representative of Belarusian Railways told the situation with naphtha shipments to Belarus is ambiguous: official document say Russian naphtha is being shipped, however de facto Russian Railways does not meet the obligations. Belarusian Railways also confirmed the last shipments were made in late July.
According to some information, an interdepartmental Russian commission including Federal Customs Service of Russia investigated into the legality and transparency of solvents and thinners production in Belarus, Interfax informs.
Belarus uses Russian naphtha to produce solvents and thinners. If exported, solvents and thinners are not subject to customs duty. However, Russia was gravely concerned about rapid growth of solvents and thinners exports from Belarus: it exceeded 2mln tonnes worth $2.2bln within last 5 months.
Some Russian officials repeatedly claimed Belarus re-exported Russian oil products without paying customs duty under the guise of solvents and thinners.
Russia PM Dmitri Medvedev ordered to “thoroughly investigate” the case on during his visit to Minsk June 18.
Traders inform the situation with naphtha shipments remain unclear: July shipments have already been delivered, but there are no railway shipments expected in August.
The results of the investigation by the interdepartmental commission are being considered today in Moscow. Some decisions by Russia might be expected soon, Interfax says.
