Wife discouraged DFR lieutenant colonel from taking bribes, but he said "I'll get colonel – and retire": first pension arrived already in prisoner's account

One of Nasha Niva's interlocutors, who was in the KGB pre-trial detention center in 2024, recounted an enchanting story about one of his cellmates, who ended up in the cell shortly (according to him – the next day) after receiving his colonel's shoulder straps in the Department of Financial Investigations of the State Control Committee.

The person in question is Aliaksandr Kiiko. His position at the time of detention is unknown, but in the summer of 2019, he received the medal "For Impeccable Service" from Leanid Anfimau, then head of the State Control Committee (KDK), as the head of the city inter-district department No. 2 of the DFR KDK department for the Minsk region.

According to Belpol, Aliaksandr Kiiko was born in 1973, and began his career in law enforcement in 1994 as a controller at Pre-trial Detention Center No. 1 ("Valadarka").

In 1996, he transferred to district police, then to patrol. In 1998, he resigned. In 2003, he went to work as an inspector in the DFR.

What exactly Kiiko did in service is unknown. But it is known that he ended up behind bars on charges of receiving bribes.

"Kiiko admitted his guilt and cooperated with the investigation, though he didn't say in the cell how much he took, or if he took anything at all. But he said that his wife didn't like his job and persuaded him to resign, saying, 'I don't need anything, but if you go to a private company, it will be better for me.' And he replied that it was still too early, saying, 'I'll make it to colonel – and then I'll resign!' As a result, he became a colonel – and was immediately detained by the KGB on a bribery episode. And so, the DFR accountant transferred his first colonel's pension along with bonuses for years of service and salary to his prisoner's account at the KGB. The window opened, and an 'Amerikanka' (KGB pre-trial detention center) officer shouted obscenities, saying, 'Kiiko, how should I understand this, as a mockery of KGB officers? You'll be transferred to another detention center later, and by law, I'll have to hand over everything in cash – 14 thousand rubles!' " – the former prisoner told us.

Then our interlocutor ended up in another detention center, no longer within the KGB system, but within the Ministry of Internal Affairs system.

Upon entering the cell, he naturally answered the questions of its inhabitants and recounted who he had crossed paths with before and under what circumstances.

"Well, and one person says: wait, who did you sit with? With Kiiko? From the DFR? After that, he claps his hands and starts laughing, rejoicing, and dancing. I ask, what's going on? It turns out that the person so gladdened by the news of Kiiko behind bars is Dzmitry Shykula, the former head of the capital construction department of "Minskenergo," whom Aliaksandr Kiiko "developed" and issued an arrest warrant for. Shykula, to put it mildly, disagreed with the investigation's arguments and was genuinely pleased that he hadn't even been sent to a penal colony yet, but the operative on his case had also already ended up behind bars," our interlocutor added.

Dzmitry Shykula, along with Lean Engineer Maksim Yarokhin of the "Belenergoteplosetbud" branch and branch head Raman Savin, began to be tried in the Leninsky District Court of Minsk in August 2024 on three articles related to receiving bribes.

His further fate, as well as the fate of Aliaksandr Kiiko, are unknown.
