Minsk residents bought a paid parking pass, but it was covered in snow
Another story about the consequences of Cyclone Uli. At the end of last week, paid parking lots in Minsk were also covered in snow. Well, if it's impossible to park a car, then there's no need to pay for it. But what if a pass has already been purchased, and it's impossible to use the parking?

— I work in the center (building at Kolektarnaya street, 3a), and there are no options to park a car for free. We park in the lot between the buildings at Nemiga, 38, and Nemiga, 40 — this is behind our office building," a woman told Onliner.by. She explained that this parking is paid, a monthly pass costs 100 rubles.
— On January 9, Friday, the parking lot was completely covered in snow. On the morning of January 12, there was also only a rut from cars in the center. In the places where cars should have been parked, there was untouched snow about 40 centimeters high.
People themselves clear with shovels to leave their cars in the paid parking lot. We all sincerely don't understand what we're paying considerable money for and who is responsible for services not being provided. January 2 was not the first day of snowfall, Friday, January 9, when snow fell, passed, as did the weekend, when the parking could have been cleared, but on the morning of January 12, there wasn't a single spot to leave a car — everything was buried in snow," the interlocutor noted.
The woman said that her attempt to drive into the parking lot with an all-wheel-drive SUV ended with her having to look for four helpers and two shovels to get out. According to her, on Tuesday, January 13, the snow had already been cleared.
— There is a decision by the city council of deputies which states that all municipal parking lots in the city of Minsk are cleared by the city road authorities (Gorramautodory) — territorially based on the parking lot's location," the "Capital Parking" institution reported.
They also explained that paid parking lots are organized based on a decision by the Minsk City Executive Committee, and the institution itself monitors payments, which are fully transferred to the budget.
Is it possible to get a partial refund if, due to uncleared snow (or other reasons), it's impossible to use a parking space for which a pass has been purchased?
In "Capital Parking" confirmed that in such cases, motorists can apply for a refund, and such an application will be considered on an individual basis.
— In the Resolution of the Council of Ministers dated January 5, 2007, No. 9 "On Approval of the Rules for the Organization (Construction), Operation of Car Parks and Car Parking Lots and Their Use," there is point 33, which states that "the operator of a car parking lot provides for the possibility and procedure for returning or recalculating funds to users of paid car parking, paid by them for parking, in case of overpayment of parking time or inability to use the parking due to reasons of traffic restrictions, construction, installation, and repair works in its location." The presence of snow is, in principle, a traffic restriction," explained the institution's legal and human resources department.
— If a user writes that from such-and-such an hour, there was snow in such-and-such a parking lot, and they were unable to use it, but they have purchased a pass and ask for a recalculation, such an appeal will be considered on an individual basis.
The institution noted that no such written requests have been received yet, meaning there is no established practice for them. However, they drew attention to the following point:
— It is stated everywhere that we do not guarantee the availability of spaces (in the parking lot). This means the user has the right to purchase a pass, but we do not have the right to guarantee a free space.
