Some Belarusians with a residence permit and a foreign passport will need to provide fingerprints in Belarus
In Belarus, the list of persons subject to mandatory state fingerprint registration has been expanded. This was done by the law of February 2, 2026, No. 130-Z. It was published today on the National Legal Portal.

For example, the following categories of Belarusian citizens will be subject to fingerprinting (with the exception of minors under 14 years of age and persons older than 75):
— who have acquired citizenship (nationality) of a foreign state or have received a residence permit or other document of a foreign state that gives the right to benefits and other advantages in connection with political, religious views or national affiliation, who have informed the internal affairs bodies or diplomatic missions or consular institutions of Belarus in the established procedure;
— who permanently reside outside of Belarus and have registered with the consular register of citizens who have оформленный выезд для постоянного проживания ( оформлено постоянное проживание) за пределами Беларуси, в дипломатических представительствах или консульских учреждениях Беларуси.
This innovation comes into force on July 1, 2027.
