New buildings in "Minsk World" often make headlines: sometimes a sewage pipe bursts, sometimes rain causes floods. But for the residents of the "Panama City" house at Shchamyaliova Street, 16, trouble came from an unexpected source. During the severe frosts that Minsk experienced this winter, many apartments were unusually cold, and in addition, wind blew from closed windows. Residents had to sleep in warm clothes and turn on heaters. And this is despite the fact that this quarter is famous for its intensive heating. What exactly is the problem, Onliner found out .

"Panama City" is a colorful two-section, 19-story building located on the very outskirts of the district, not far from the railway tracks. Keys began to be distributed to new residents in spring, and the first renovation works started closer to summer.
And while birds sang and the sun warmed outside, residents did not notice any heating problems. But by autumn, it became clear: something was wrong.
The problem of cold has been raised repeatedly in the house's chat, the service organization has been bombarded with complaints, and specialists coming has become the norm. However, there's a catch — nothing changes.
— We haven't moved into the apartment yet — we're doing renovations, — says Olga. — There were no problems in summer. When the cold weather came, the radiators were turned on, but they were barely warm. During severe frosts, the situation did not change — the radiators have been heating at the minimum level and still are.
The apartment does not warm up despite the lever being turned to maximum.
Dmitry is the owner of a small apartment in "Panama City":
— I'll tell you a fact. My acquaintance lives in the "Casablanca" house in "Minsk World". She also has a 30-square-meter studio. And also only one radiator in the apartment. And it's so hot at her place that she turns the radiator to minimum. In my studio on the 16th floor, it's freezing.

Anna invites us into her euro-two-room apartment. At the entrance, there are many warm slippers that at least somewhat save from the cold floor, and in the living room, several electric heaters.
For some inexplicable reason, the coldest room in the apartment is the children's room. Not only do the radiators not cope with their duties at all, but there is also a strong draft from the window.
— We moved into the apartment in summer, — the woman says. — Since October, I have repeatedly submitted applications to "Happy Planet", plumbers have come many times, and an engineer has come several times. We haven't received concrete answers. During severe frosts, it's very cold at home. For example, now (the report was filmed when it was minus 18 outside. — Onlíner's note) it's 12.8 degrees in the children's room. In the kitchen-living room, a maximum of 15. The batteries periodically turn off completely. How can a child live here? The floors are also very cold. The engineer came, and she herself noted that the floor was cold.


According to residents, the cold also penetrates through the windows and ventilation. If you hold your hand to the switched-off kitchen hood, you can clearly feel a cold stream of air.
For the same reason, another resident of the house, Katerina, sealed the ventilation shaft openings. Her apartment is almost finished with renovations, but she is not rushing to move in — she is waiting for the cold situation to be resolved.
— We were told that the ventilation problem would be more or less resolved once most residents, who will ventilate the premises, move in.

In Elena's three-room apartment, renovations are still underway, but it's already clear that something urgently needs to be done about the windows that let in the cold:
— While my renovation is ongoing, the radiators are dismantled, so I can't say anything about them. My painful issue is the windows. The wind whistles from where the double-glazed unit meets the wall.
I spoke with representatives of "Happy Planet" about this, they sent me to the developer, saying it was a warranty case. There, I was told it was not a warranty case, so I needed to call a representative of another organization to the apartment, who would fix the defect at my expense.
Rustam shares photos that clearly indicate something is wrong.
— Heating problems started in October, — says the young man. — After the house was handed over, heating couldn't be started for a long time, then they kept giving us "tomorrow". We thought, well, okay, maybe the problems are temporary. But actually, until mid-January, we constantly had problems. At first, the batteries were summer-warm at best. But as soon as the temperature outside dropped below zero, the appliances could be off for 2 or 3 days. I have small children, and at night we had to cover them with a blanket on top of their duvet.
We walked around the house in sweaters, slept in pants. The temperature in the rooms was below 18 degrees, which does not meet standards. Because the temperature was low and the apartment was not properly warmed up, high humidity formed in it. As a result, in the bathroom, after every shower, condensation constantly collected on the walls, glass, and puddles formed. Recently, we discovered that mold began to appear on the walls in two rooms, and even spread to the wardrobe! We've been living in the apartment for less than half a year, and there are already so many questions for the developer and the service organization. We just finished renovations, which cost a lot of money, and the wallpaper is already slightly damaged!

Practically every 2 weeks we had to leave applications, the plumber would come and just throw his hands up; over the phone, they only say: we'll figure it out! Since October, the electric heater has been on almost daily, and it turns out that not only do we pay for heating that barely existed, but electricity bills are also racking up!
Yes, recently heating has been supplied to our apartment without interruption, the batteries are hot, even the bathroom walls dry instantly. But there is a fear that this is temporary. Apparently, the problem is deeper, they don't want to tell us, perhaps something was initially designed incorrectly, perhaps there isn't enough pressure for uninterrupted heating supply.
One of the house residents connects after meeting with a specialist who often visits here. She relays his words:
— Just now, a "Happy Planet" specialist came to us. He said that our house is the last on the heating line. And it so happened that they didn't install one boiler for us, so there's not enough capacity for the entire house.

Whether this is true could not be ascertained. Onlíner sent a request to the organization servicing the house but received a refusal to provide information.
