Experts of the Investigating Committee of the Russian Federation is to participate in the investigation of solvents and thinners export from Belarus, RIA Novosti informs referring to a source in Russian government.
According to RIA Novosti, the government of Russian continues to study “a dubious export of solvents, thinners and greasing substances” from Belarus as Russian companies also participated in the export schemes, BelaPAN says.
In late June, the interdepartmental commission led by Russia’s Federal Customs Service was inspecting the legality of production and export solvents and thinners from Belarus. As the result, Russian Railways ceased exports of naphtha to Belarus which is the feedstock for solvents and thinners production.
Unofficially, the losses of Russia in 2012 caused by the dubious export of thinners and solvents from Belarus are estimated ca. $2bln.
However, Belarus is not expecting the changes in the conditions of Russian naphtha import after Russian oil companies halted the shipments of naphtha to Belarus, the source notices. “There is no ground to alter the naphtha shipment amounts to Belarus already agreed by Russia, and also to change the conditions for the shipment. The export of solvents, thinners and grease substances has nothing to do with this fuel scheme. It also the common knowledge that Belarusian oil refineries do not produce and export, thinners and grease substances.”
