Do taxi drivers have the right to refuse passengers with children due to the lack of a car seat?
The Ministry of Transport and Communications states unequivocally — they cannot.

The agency noted that complaints of this nature are received quite often. They reminded that the transportation of passengers by taxi is carried out under the terms of a public contract and is regulated by the law on road transport and transportation.
According to the rules, a taxi driver is obliged to fulfill orders transmitted by a dispatcher or received through electronic services. At the same time, the transportation of children in a taxi is allowed even without special restraint devices.
Thus, the absence of a car seat or booster is not a legal reason to refuse a trip.
The Ministry of Transport emphasized that an unjustified refusal to transport a passenger is considered an administrative offense and may entail liability under Article 18.26 of the Code of Administrative Offenses.
