The e-scooter season in Minsk starts on March 15. More than 15,000 e-scooters and bicycles will appear on the streets.
The changes awaiting users were discussed at a meeting with representatives of kick-sharing companies at the Minsk City Executive Committee on March 11, Minsk-News reports.
The issue of parking placement was discussed first.
It was noted that users did not always leave scooters and bicycles in specially designated places, which created difficulties for those around them. Now, kick-sharing companies must create mandatory parking zones themselves, outside of which it will be impossible to end a trip.
— Such points should be placed in convenient locations. However, their placement should be dispersed and coordinated to ensure comfortable movement for pedestrians, — noted Dzianis Livanovich, Deputy Head of the State Automobile Inspectorate of the Minsk City Executive Committee. — In particular, it is important to avoid situations where many e-scooters are concentrated in one popular spot, obstructing traffic.
Regarding stops near Minsk Metro entrances: parking within a 50m radius of them is prohibited, and this season, control over the enforcement of this rule will be stricter.
The issue of regulating joint rides on a single scooter also remains relevant. While some companies previously issued warnings to violators, the rules will now be the same for everyone.
— In cases where a tandem ride is recorded, you will be required to block that user until the end of the season, — emphasized Volha Liavoshka, Deputy Chairwoman of the Economy Committee of the Minsk City Executive Committee.
Another innovation will be the disabling of scooter rental during bad weather.
Proposals also came from kick-sharing companies. For instance, representatives of one company expressed readiness to allocate funds for applying and restoring bike path markings. Also, this season, changes are planned to be introduced to the current decision of the Minsk City Executive Committee, which regulates the parking rules for rented Personal Mobility Devices (PMDs). The corresponding draft has already been prepared.
Currently, it is prohibited to leave e-scooters in Minsk on the territory of educational institutions, parks and squares, metro stations, cultural sites, and mass event zones.
