Families of "SMO" veterans plan to get free IVF, as men "don't have time to become fathers"
The explanatory note to the bill also states that Ukrainian servicemen on the front line castrate Russian men, leading to a loss of reproductive function.

Wives of returning veterans of the war in Ukraine are planned to be allowed free access to assisted reproductive technologies (ART), including in vitro fertilization (IVF). Currently, this procedure is covered by Mandatory Health Insurance only for diagnosed infertility, writes "Dozhd" (TV Rain) with reference to "Vedomosti".
"Vedomosti" with reference to the bill approved by the government commission. Artificial insemination is also planned to be made free of charge.
The authors of the bill explain the necessity of including IVF in Mandatory Health Insurance as follows. Firstly, servicemen who go into service young do not have time to become fathers. Secondly, the explanatory note to the bill states that on the front line, Ukrainian military personnel castrate Russian men, leading to a loss of reproductive function.
"Vedomosti" clarifies that families must independently pay for the collection and storage of biomaterial. Amendments are planned to be introduced into the Family Code of the Russian Federation, as well as into laws on veterans and civil status acts.
At the same time, the publication notes that widows of fallen veterans will also be able to use ART, provided that the deceased husband leaves appropriate consent, notarized.
Currently, IVF is used exclusively for infertility — the opportunity to perform the procedure under MHI appeared in 2016, Vladislav Korsak, president of the Russian Association of Human Reproduction, told "Vedomosti".
He noted that for 2025, approximately 180,000 IVF cycles were performed in Russia, with about 104,000 procedures covered by MHI.
At the same time, the use of posthumous biomaterial in this case is not intended to solve the demographic problem in the country, believes Ekaterina Stenyakina, a member of the State Duma committee on labor and veteran affairs.
Such a practice is needed so that "in the family of a fallen hero, where husband and wife dreamed of having a child, this miracle would truly happen."
