The scooter rental season has started in Belarus. "SB" spoke with Yevgeny Kazarin, head of the traffic police of the Frunzensky District Department of Internal Affairs of Minsk, about what will change for them.
He was asked about a situation where a scooter is moving along the sidewalk and a car exits from a yard, and an accident occurs. Who is to blame?
— Now we assess the actions of not only the car driver, but also the scooter rider. Yes, the motorist is obliged to yield the way, but the scooter rider is also obliged to dismount. In such a scenario, the driver of the personal mobility device will be recognized as at fault for the accident. Many scooter riders know this, which is why they don't rush as before, but slow down near yard exits, understanding that in the event of an accident, they will bear responsibility, — he answered.
