The Belarusian Automobile Association (BAA) has put forward an initiative aimed at combating commercial imports disguised as personal imports. The association proposed introducing restrictions on the resale of cars imported into the country by individuals, writes "Tochka".

What is the essence of the proposal
As explained by BAA head Siarhei Varyvoda, the proposal involves introducing a rule similar to the one operating in Russia.
It is planned that if a car imported by an individual is sold within the first year, the owner will be charged an increased recycling fee, equal to that paid by commercial importers.
According to the association, such a measure will help limit the practice of mass import of cars under the guise of personal use for the purpose of their subsequent resale.
Why this topic emerged
BAA statistics show the following dynamics. In autumn 2025, out of 27.2 thousand cars imported by individuals, 18 thousand changed owners in the first 2-3 months. Association experts believe that only about 32% of these cars were genuinely imported for personal use, while the rest became an instrument of hidden commercial import.
According to data announced by Dmitry Yerot, director of "BAA-Consult", imports by individuals last year increased by 19%, while imports by legal entities increased by only 1%.
As a result, the share of individuals in the structure of passenger car imports in 2025 reached 59%, exceeding the share of legal entities (41%).
