EU wants to impose sanctions against a port in Georgia

The European Union plans to introduce sanctions against third-country seaports for the first time for their involvement in the trade of Russian oil. According to information from Reuters, as part of the 20th sanctions package, Kulevi Port in Georgia and Karimun Port in Indonesia may be targeted.

It is also planned to expand the "blacklist" of tankers linked to the transport of Russian oil by an additional 43 vessels.

In addition, sanctions may affect a number of banks in Kyrgyzstan, Tajikistan, and Laos, while restrictions on two Chinese banks may, on the contrary, be lifted.

The list may also include the Russian company "Bashneft" and eight oil refineries in Russia.

Previously, it was reported that Brussels, together with the G7 countries, is discussing abandoning the "price cap" mechanism and introducing a complete ban on providing maritime services for the transportation of Russian oil, including insurance and freight. The EU leadership confirmed that such a step could be included in the new sanctions package.

The main goal of these measures is to stop the activities of the so-called "shadow fleet," which Russia uses to circumvent sanctions. However, according to analysts from CREA, as early as October 2025, a significant portion of Russian oil (about 38%) was transported by tankers linked to G7 countries.

At the end of January, 14 coastal states of the Baltic and North Seas stated that they would detain "shadow fleet" vessels if they are deemed stateless.

As expected, the final approval of the 20th sanctions package will take place by February 24, the 4th anniversary of Russia's full-scale war against Ukraine.
