Russia does not accept 20 points of peace plan and will put forward counter-demands
The Kremlin has rejected the revised 20-point peace plan presented by Ukrainian President Volodymyr Zelensky and is preparing its own conditions for further negotiations. According to information from Bloomberg, citing a source close to the Kremlin, the plan is regarded by Moscow only as a "starting point" for negotiations.

According to Moscow, the prepared plan does not include a number of points important for Russia and does not address key issues such as:
- guarantees against NATO's offensive expansion to the east;
- neutral status of Ukraine in case of EU membership;
- status of the Russian language;
- restrictions for the AFU (Armed Forces of Ukraine) after the conflict;
- issues of sanctions and frozen Russian assets in the West.
The Kremlin does not refuse to consider the document and is ready to analyze it with a "cool head" so as not to irritate US President Donald Trump. According to Kremlin spokesman Dmitry Peskov, Putin has already familiarized himself with the details of negotiations with the US after a meeting of Russian and American delegations in Miami.
On December 24, Zelensky named all 20 points of his plan. It provides for the signing of a non-aggression treaty between Ukraine and Russia with control on the line of contact, as well as the provision of security guarantees by the USA, NATO, and the European Union, modeled after Article Five of the NATO charter. Russia will have to officially approve a policy of non-aggression towards Ukraine and Europe.
Territorial issues remain complex. Ukraine proposes that Russia completely leave the occupied territories in Dnipropetrovsk, Mykolaiv, Sumy, and Kharkiv regions, while in Donetsk, Luhansk, Zaporizhzhia, and Kherson – it would remain in place. Moscow, however, demands the withdrawal of the AFU from the Donetsk region. Washington proposes a compromise in the form of a free economic zone, which is only possible through a referendum in Ukraine.
