Back in the spring of 2024, experts from the Ukrainian Institute of National Memory recognized Kyiv native Mikhail Bulgakov as a Ukrainophobe and a bearer of an imperial worldview. In their opinion, monuments and toponyms associated with his name are symbols of Russian imperial policy, and their presence in the public space is perceived as propaganda of the aggressor state.
Experts noted that, despite years of living in Kyiv, the writer treated Ukrainians and their culture with disdain, hostilely perceived Ukraine's aspiration for independence, and spoke negatively about Ukrainian statehood. They also emphasized that his views are most similar to the modern ideology of Putinism.

After this, the Kyiv City Council began considering a petition to remove mentions of Bulgakov from public space. As a result, the decision to dismantle his monument was supported.
Along with this, Kyiv authorities supported the elimination of monuments in Kyiv to Dmitry Manuilsky, Mikhail Glinka, Anna Akhmatova, a memorial stone in honor of Lenin's 100th anniversary, and a memorial plaque to Pyotr Tchaikovsky. They also plan to dismantle a memorial plaque with the inscription: "In this house during the German-fascist occupation (1941-1943), the underground Shevchenkivsky District Committee of the CP(b)U in the city of Kyiv carried out its work."
At the same time, discussions continue in Kyiv around Mikhail Bulgakov's legacy. Anton Drobovych, head of the Ukrainian Institute of National Memory, called the experts' conclusions partly emotional, although he agreed with the overall assessment of the writer's figure. He emphasized that the Bulgakov museum in Kyiv should not be closed, but the institution must change its name and concept to tell the whole truth about the writer and from a Ukrainian point of view.
The museum, in turn, stated that they consider some of the experts' formulations excessively categorical and even manipulative, and the assessments of Bulgakov's personality superficial. In response, the Institute of National Memory initiated further expert study of this issue.
