According to Aliyev, the diplomatic representation of Azerbaijan in the Ukrainian capital was shelled three times. However, after the first incident, Baku assumed that it could have been an accident.
Azerbaijan then even handed over to the Russian side the coordinates of its facilities in Kyiv — the embassy, the consular section, and the cultural center. However, after that, two more strikes occurred. Aliyev called this a targeted attack and an unfriendly step from Russia.
He also reported that the Azerbaijani Ministry of Foreign Affairs summoned the Russian ambassador and handed over a note of protest after a missile fell on the embassy's territory. According to Aliyev, Baku acts exclusively in a diplomatic format.
On February 14 in Munich, Ilham Aliyev met with Ukrainian President Volodymyr Zelenskyy. Zelenskyy reported on the consequences of Russian strikes on energy infrastructure and thanked Azerbaijan for energy assistance.
Russian authorities have repeatedly stated before that they strike only military and related facilities. After the incident with the Azerbaijani embassy in November 2025, the Russian Foreign Ministry expressed regret and reported a preliminary version, according to which the missile might have fallen as a result of incorrect operation of the Ukrainian air defense system. Moscow emphasized that claims of deliberate strikes do not correspond to reality.
