Drivers will no longer need to carry proof of vehicle inspection

Starting from February 10, 2026, new rules for vehicle technical inspection will come into force in Belarus. The main innovation is the transition of the permit for a car to participate in road traffic to an electronic format. The paper document will no longer be mandatory during routine road checks.

The changes are enshrined in Decree No. 5, which Alexander Lukashenka signed on January 9. The document is aimed at simplifying administrative procedures and directly affects the procedure for confirming the passage of technical inspection for car owners.

Now, it is not required to obtain the permit exclusively in paper form at diagnostic stations. It can be issued electronically through the "E-Service" portal.

As reported by "Beltekhosmotr", the electronic permit has the same legal force as a paper one and is stored in state information systems.

Therefore, traffic police officers will now be able to check vehicle inspection data and permit validity online — through official databases. The absence of a paper document will not be a reason for claims.

However, paper permits will still be available in some cases, but the number of such points will decrease. Information about issuance locations is promised to be published on the "Beltekhosmotr" website.

The procedure for confirming payment for technical inspection also changes. The decree cancels the requirement to submit a document of payment for the administrative procedure, but the payment itself remains mandatory. If funds have not been received, the admission permit will not be issued. Payment verification will be done automatically.

"Beltekhosmotr" emphasizes that the transition to digital format does not cancel the obligation to undergo technical inspection. Only the method of confirmation changes — instead of a paper document, an electronic record in the database is used.

The decree enters into force one month after official publication, so the new rules will come into effect on February 10, 2026.
