From February 5, city authorities introduced amendments to the existing rules and conditions for using paid parking lots.
One of the main innovations is the reduction of their operating hours. Now, most parking lots will be paid from 8:00 to 18:00, and not until 20:00, as before. An exception will be made only for parking lots in Verkhni Gorod (Upper Town) and on Zamkavaya Street.
After the paid period ends, parking spaces will become free.
According to representatives of city services, this should help ensure that employees' cars leave the central areas, and residents can park their cars near their homes free of charge. At the same time, car owners are encouraged to vacate spaces after 8 AM for other road users.
Another change is the expansion of the possibility to purchase subscriptions. Now they can be bought not only for open but also for closed parking lots in the second and third zones. The exception remains for Verkhni Gorod and Zamkavaya Street.
The cost of a subscription for one parking space in the second zone or on Zamkavaya Street will be 100 rubles per month; in the third zone, it will be 50 rubles. A subscription for all parking lots in the second zone will cost 200 rubles, and in the third zone, 100 rubles. The start of sales for subscriptions for closed parking lots will be announced additionally.
You can purchase a subscription through the website parkouka.by, at the institution's cashier, or using the ERIP system. On the same website, you can check for violations by car number.
The launch of a mobile application is also planned, which may become available as early as March 1. It is almost fully ready and will essentially be a mobile version of the website, convenient for payment, navigation, and using other digital services.
Additionally, in the first quarter of 2026, eight more parking lots with approximately 2,000 parking spaces will appear in Minsk. The largest of them, near Chizhovka Arena, is designed for approximately 1,300 cars. In total, over 4,000 new parking spaces are planned to be created in the capital throughout the year.
This year, there are also plans to implement a special mobile complex to record instances of non-payment for parking. The system will read license plates, check for payment, and automatically generate claims in case of a violation.
