Ukrainians were asked how they feel about a peace plan that would include the withdrawal of troops from Donbas
Three-quarters of Ukrainians oppose a peace plan that would, among other things, include the withdrawal of troops from Donbas, limit the size of the Ukrainian army, and not contain specific security guarantees.

These are the results of a survey by the Kyiv International Institute of Sociology (KIIS), conducted from November 26 to December 13, writes "Ukrainska Pravda".
"The Russian plan remains categorically unacceptable — 75% of Ukrainians consider it completely unacceptable (the same percentage as in September 2025). Only 17% of Ukrainians are ready for the Russian version of peace (the same as before)," the study states.
At the same time, 72% of Ukrainians (sociologists emphasize, mostly without enthusiasm) are ready to approve the plan of Europe and Ukraine. Only 14% categorically reject it.

KIIS notes that within the framework of the survey, two abbreviated versions of the "peace plan" were prepared. One was a hypothetical plan from Europe and Ukraine, and the other was a hypothetical plan from Russia. The respondent was randomly read one of the two options-plans, without specifying whether it was from Europe and Ukraine or from Russia.
Hypothetical plan of Europe and Ukraine:
- Ukraine receives reliable security guarantees from Europe and the USA, which include constant supplies of weapons and money to Ukraine in sufficient quantities, as well as closing Ukrainian airspace from Russian attacks;
- the current front line is frozen, Russia retains control over the occupied territories, but Ukraine and the world do not officially recognize this;
- Ukraine moves towards EU membership;
- sanctions against Russia are maintained until a stable peace is established and the threats of repeated attacks from Russia disappear.
Hypothetical plan of Russia:
- The USA and Europe cancel all sanctions against Russia;
- the Russian language receives official status;
- Ukraine must significantly reduce its army and limit its armaments;
- Ukraine permanently abandons NATO membership, and the West can no longer supply weapons to Ukraine;
- Russia has the right to determine what the security guarantees for Ukraine will be and will be one of the guarantor countries for Ukraine's security;
- Ukraine withdraws troops from the part of Donetsk Oblast it currently controls, i.e., from Kramatorsk, Sloviansk, and other cities;
- Ukraine officially recognizes Crimea, Donetsk, and Luhansk Oblasts as part of Russia and permanently renounces them;
- Russia maintains control over the occupied parts of Kherson and Zaporizhzhia Oblasts.
The study was conducted from November 26 to December 13. Using telephone interviews based on a random sample of mobile numbers, 547 respondents aged 18 and over, residing in the territory of Ukraine controlled by the Ukrainian government, were surveyed.
