Man bought an apartment from a "freeloader" — and paid full utility rates
Why did this happen?

Andrei recently bought housing in Gomel, reports the publication "Belka".
"I bought an apartment from a person not employed in the economy. He was charged full price for utility services. The former owner moved out within a week. It took me about the same amount of time to re-register the housing in my name," said the Gomel resident.
It turned out that all this time, utilities continued to be charged at full rates. "Why should I overpay when I've worked my whole life?" the man wonders.
The Settlement and Reference Center of Gomel answered that the new owner of the apartment becomes the payer of housing and utility services only from the moment of registration of the right of ownership to it.
The procedure is as follows: in the Gomel Agency for State Registration and Land Cadastre, you need to register the transfer of ownership of the apartment and receive a certificate.
Afterward, with this document, you need to contact the organization that performs the calculations to open a personal account. Only then does the former owner cease to be the payer. This means that utilities will start being charged to the new owner at subsidized rates.
Payment for housing and utility services at subsidized rates will be charged provided that there are citizens registered at the place of residence in the living premises. Otherwise, rates that ensure full coverage of economically justified costs will be applied.
